A chip (beneath the white substance) lights the LED elements, based on the jumper settings.

One jumper per row.
Top jumper row controls TURBO display, bottom jumper row controls NON-TURBO display.
On each row, move the position of the jumper to get the desired speed readout (e.g. 08/10/12/16 ...)
